This is not the first time Turkey has taken measures against Chinese photovoltaic modules. As early as July 1, 2016, Turkey launched an anti - dumping investigation into photovoltaic modules originating from China. Subsequently, on April 1, 2017, the former Turkish Ministry of Economy issued Announcement No. 2017/6, making a positive final ruling on the case and starting to levy anti - dumping duties.
In the previous investigation, the anti - dumping duties levied on the products under investigation were $20 per square meter and $25 per square meter respectively, and this tax rate was valid for five years. On March 26, 2022, the Turkish Ministry of Trade issued Announcement No. 2022/10, initiating the first sunset review investigation of the case. On September 15, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/26, deciding to continue levying the same anti - dumping duties on the products under investigation.
The Announcement No. 2023/32 issued on November 25, 2023 clearly states that the purpose of this anti - circumvention investigation is to examine whether the Chinese products under investigation are exported to Turkey via Vietnam, Malaysia, Thailand, Croatia and Jordan to evade anti - dumping duties.
The investigation period of this case is the whole year of 2020, 2021, 2022 and from January 2023 to September 2023.
The products under investigation include photovoltaic cell modules andsolarpanels, involving products under the Turkish tariff number 8541.43.00.00.00.
Interested parties shall submit questionnaires, case review opinions and evidentiary materials within 37 days from the date of the announcement.
