On February 12, 2024, Frances Service des Biens à Double Usage (SBDU) under the Ministry of Economy announced an important notice on its official website. According to Regulation (EU) 2021/821 on dual-use items export control adopted by the European Parliament and Council in May 2021, France will implement national control measures on quantum computers and related technologies/equipment starting March 1, 2024. This move signifies Frances strengthened regulatory efforts in international technology transfer and export controls.
The core focus of these control measures is quantum computers and their enabling technologies, along with design/development/production/testing/inspection equipment for these advanced technologies. Quantum computers are considered pivotal for future technological development due to their potential advantages in data processing and solving complex problems. However, their formidable computing power also makes them potentially threatening technologies to national security and international stability.
Frances decision aligns with the EUs strategic direction, reflecting the willingness to maintain strict oversight over sensitive technology transfers internationally. Regulation (EU) 2021/821 aims to prevent sensitive technologies from falling into wrong hands that might use them for military purposes or undermine international peace/security. The regulation requires member states to implement strict controls on exports involving critical technologies/items to ensure compliance with international security and strategic interests.
The implementation will significantly impact high-tech enterprises and research institutions in France and the EU. These organizations must closely monitor new export control regulations and adjust their international technology cooperation/business strategies to comply with new legal requirements.
With rapid quantum technology development and expanding applications, international attention to its security/ethical issues grows. Frances control measures will undoubtedly spark global discussions about quantum computer technology security, compliance, and related international cooperation models.
